Transparency Report

A transparency page that invents numbers is worse than no transparency page. This one publishes the structure now and the figures when there are figures.

1. No report has been published yet

Be careful

As of the date on this page, Sebairo has not published a transparency report. There are no figures below because none have been compiled and published — not because the figures are zero. Do not read an absent number here as a claim that nothing happened.

Sebairo is early and small. Publishing a report requires compiling counts from the moderation audit log and the request inbox, checking them, and standing behind them. Until that has been done for a complete period, this page says so.

When the first report is published, it will appear on this page, the change will be logged on the changes page, and the period it covers will be stated at the top.

2. Reporting periods

Reports will cover six-month periods — January to June, and July to December — and will be published after the period closes rather than continuously. A number that moves while you are reading it cannot be cited.

Each report will remain on this page after it is superseded, so an earlier period can still be checked. A transparency report that is replaced rather than added to is a marketing page.

3. What each report will count

Government and law-enforcement requests
The number received, broken down by requesting country; how many sought subscriber information only and how many sought content; how many were complied with in full, in part, or refused; and how many were withdrawn or returned for narrowing.
Emergency disclosures
Requests received under the emergency path, how many resulted in disclosure, and the countries they came from.
Preservation requests
The number received and the number actioned.
User notice
In how many cases the affected user was notified, and in how many notice was withheld, with the reason category.
Content removals on report
Items removed following a user report, by category: child safety, violence and threats, fraud and scams, harassment, hate, adult content, spam, prohibited goods, and other.
Account actions
Feature restrictions, suspensions and terminations, by the same categories.
Copyright
Copyright notices received, how many resulted in removal, counter-notices received, and how many resulted in restoration.
Appeals
Appeals received against enforcement action, how many were upheld, and how many resulted in the original decision being reversed. The reversal rate is the number that says most about whether moderation is working, so it is reported rather than buried.
Legal requests refused
The number refused, and the reason category — no legal basis, insufficient process for content, overbroad, or account not identified.

4. How the numbers will be produced

Enforcement figures come from the moderation audit log, which records every staff action with its reason at the time it is taken. They are not reconstructed afterwards from memory, and they are not estimates.

Request figures come from the single published inbox described in the Law Enforcement Guidelines, counted per request rather than per account named, with the number of accounts stated separately where one request covers several.

Sebairo has not been audited by a third party and these figures will not be independently verified. That is stated here so nobody assumes an assurance that does not exist.

5. What will not be in the report

  • Anything a valid non-disclosure order prohibits reporting. Where a legal obligation prevents even a count being published, the report will say that a category is affected rather than silently omitting it.
  • Details that would identify an individual user, a reporter, or an account under investigation.
  • Counts so small that publishing them would identify the people involved. Where a figure is suppressed for that reason, the suppression will be shown rather than the row deleted.

6. Corrections

If a published figure is later found to be wrong, the correction is made on this page, the original figure and the corrected one are both shown, and the correction is logged on the changes page. Quietly editing a published number is the one thing that would make this page worthless. Report a suspected error to support@sebairo.com.
